Resource Conservation and Recovery Act (RCRA) Facility Investigation

Eau Claire, Wis.

WRR Environmental Services Co., Inc. (WRR), a waste solvent recycling facility in operation since 1970, has been conducting a Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) to define the degree and extent of volatile organic compound (VOC) impacts to groundwater. To date, approximately 55 groundwater monitoring wells and eight groundwater recovery wells have been installed at the site.

A groundwater recovery and treatment system, including a TurboStripper air stripper, have been in operation since the early 1990s. Since 1999, SEH has supported evaluation and optimization of ongoing corrective measures and developed and implemented supplemental corrective measures.

  • Evaluated modifications to the groundwater recovery system (isolating recovery wells, pulse pumping, etc.), and treatment system (pretreat ment, separating and alternatively treating recovered groundwater feed streams, operating temperature)
  • Performed quarterly groundwater monitoring events and negotiated reduction of monitoring points and frequency
  • Evaluated supplemental corrective measures including, but not limited to, source area treatment (in-situ chemical oxidation) and use of phytoremediation technology for hydraulic control and/or supplemental groundwater treatment
